Collaborative governance is not so much a single concept or idea as it is an umbrella concept, an integrative concept, for the variety of ways in which public agencies collaborate (co-labors with) other stakeholders to accomplish public purposes, to create public value. Thus collaboration entails engaging citizens, partnering with organizations from the private and not-for-profit sectors, and also working with other public agencies.
