The Policy Consensus Initiative (now Kitchen Table Democracy) laid out the elements of the Public Solutions System, which has been utilized for over a decade in Oregon through Oregon Solutions and tested out in various other states and cities across the country. This document lays out the elements of the system for collaborative implementation.
