In 2006, NPCC and the United State Environmental Protection Agency co-hosted a colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. SEPs are environmentally beneficial projects that violators of environmental laws voluntarily undertake in partial remission of fines and penalties. The report makes recommendations to Federal and State environmental agencies to expand the use of collaborative approaches in negotiating SEPs to increase their value to the affected communities. This 32 page report is an outgrowth of that colloquium.
